European Commission President Ursula Leyen, on Monday said she expected a breakthrough in the fourth day of crunch talks to agree EU’s recovery fund and long-term budget.
“I have the impression that European leaders really want an agreement. I am positive for today. We are not there yet but things are moving in the right direction.
“The really decisive phase is now beginning, after three days and three nights of negotiations, with the leaders of all the 27 member states showing clear will to reach agreement.
“We need a solution, the European citizens need a solution, the EU needs a solution, needs an agreement to overcome this crisis and prepare Europe for the future,” Leyen said.
