BY NAJIB SANI, GOMBE
The Gombe State Fiscal Responsibility Commission has presented State Action Plan (SAP 1) on Open Government Partnership (OGP) drafted by it to Governor Inuwa Yahya for approval and implementation.
Chairman of the commission Alhaji Umar Baba Goro, together with the Co-chair (Non-state Actors) Gombe State Open Government Partnership Dr Bachama Yusuf, who is also a board member with other board members and staff of the commission, submitted the action plan to the governor through the Secretary to the State Government (SSG).
During the presentation, Goro, said the commission has made significant strides in promoting fiscal transparency and accountability since its establishment.
According to him, the commission presented papers at a USAID State2State workshop, conducted fiscal responsibility compliance assessments and rankings for MDAs, organised a public finance management roundtable, and monitored and evaluated capital projects.
However, he noted that the commission faces some challenges including a lack of permanent staff, human resource and capacity gaps, poor ICT infrastructure, limited vehicles for monitoring and supervision, and funding constraints.
To address these challenges, the commission requested the provision of vehicles and critical working tools, a review of monthly running costs, and permanent staff recruitment.
Additionally, the commission urged the signing of the Gombe State Open Government Partnership State Action Plan.
“Looking ahead, the commission plans to develop a strategic plan, conduct annual fiscal responsibility assessments for local governments, monitor medium-term sector strategies, prioritise human capital development, and enhance visibility and stakeholder engagement.”, he explained.
He expressed optimism that, with the governor’s support and collaborative efforts, the commission will entrench fiscal transparency, prudent resource utilisation, and effective service delivery for Gombe State citizens.
